Differentiating layer is Custom Built and stays there

The agents that touch the customer and the pharmacist sit at the top of the value chain. 5-market regulatory variance, clinical liability, GDPR national supplements all create real inertia preventing commoditization on engagement timescales (12 months).

Conclusion: build them, build them well. Architect for switchability on supporting components (orchestration, eval, recommendation engines) that will commoditize within 12–24 months. Don't couple business logic to today's orchestration framework as if it were permanent.

Multi-market data unification is held in Custom Built by regulation. It will not commoditize. Foundation-first investment here is not catching up — it is the durable substrate for everything above it on the value chain.

Implication: the Foundations track must be sequenced ahead of cross-market behavioral intelligence (WS3); WS3 cannot move without Foundation-first work landing.
